The Laam in ‘al’ is prominent if the letter ensuing the al is “Qamariyya” (lunar), but it is silent when the letter following the al is “Shamsiyya” (solar). Thinness and Thickness (Tafkhim and Tarqeeq)
The ninth and the final last rule of tajweed is about the thinness and thickness of Arabic letters pronunciation. With a heavy accent, some Arabic letters’ pronunciations are always thick (Tafkhim). And with a light accent, some letters’ pronunciation is thin (Tarqeq).
