Settings > Show advanced setting > System
Hardware Acceleration: [x] Use hardware acceleration when available [ ]
Do you want the “Reset to recommended” setting? [N]
Fix 2: This is another fix which works almost in every case of scrolling not working issue, check out here how to disable smooth scroll in Google chrome. Go to Chrome browser and open its settings from the top right corner as shown in the image below by clicking on three vertical dots.
Settings > Scrolling > Enable “Scroll only one page at a time”
